The Ministry of Environment, Forest and Climate Change, Government of India has notified the Bio-Medical Waste Management Rules, 2016. As per the rules, bio-medical waste means any waste, which is generated during diagnosis, treatment or immunization of human beings or animals or research activities pertaining thereto or in the production or testing of biological or in health camps. The bio-medical waste generator and the operator of the common bio-medical waste treatment and disposal facility (CBMWTF) shall be responsible for safe handling and disposal of the bio-medical waste. The State Government of Health shall ensure for implementation of the rule in all health care facilities.
SPCB shall issue authorization to the health care facilities and CBMWTF. It shall monitor the compliance of various provisions of the rules. TNPCB has so far authorized 6261 Private and Government hospitals in the State under the rules. All these hospitals have made agreement with the CBMWTF for the collection, transport, treatment and scientific disposal of the biomedical waste. The CBMWTF consists of autoclave, shredder, incinerator and secured land fill facilities. In Tamil Nadu, 11 CBMWTF are under operation. On an average, daily 43 Tonnes of bio-medical waste is handled by these facilities. There are 3 such facilities in the districts of Tiruvallur, Cuddalore and Tiruppur are under establishment.

The Ministry of Environment, Forest and Climate Change, Government of India, New Delhi notified the Battery Waste Management Rules, 2022 on 22/08/2022 in supersession of the Batteries (Management and Handling) Rules, 2001 under the provisions of the Environment (Protection) Act, 1986. These Rules apply to Producer, Dealer, Consumer of batteries, Entities involved in collection, segregation, transportation, re-furbishment of used batteries and recycling of waste batteries. These Rules apply to all types of batteries regardless of chemistry, shape, volume, weight, material composition and use.
As per the Rules, Producer shall register through the online centralised portal of Central Pollution Control Board (CPCB) in Form-1(A) and obtain ‘Certificate of Registration’ from CPCB in Form-1(B). Producer shall have the obligation of Extended Producer Responsibility for the Battery that they introduce in the market to ensure the attainment of the recycling or refurbishing obligations.Producer shall also have the obligation with respect to the minimum use of domestically recycled materials in new battery as per the target mentioned. Refurbisher of used batteries and Recycler of waste batteries shall register with State Pollution Control Board (SPCB) on the centralised portal of CPCB in Form 2(A) and obtain ‘Certificate of Registration’ from SPCB in Form 2(B).
There are 16 battery manufacturers & 30 waste battery recyclers registered with Tamil Nadu Pollution Control Board as of 31/12/2022.
The Ministry of Environment, Forest and Climate Change, Government of India, New Delhi notified the E-Waste (Management) Rules, 2016 for the management of E-Waste. E-Waste means electrical and electronic equipment, whole or in part discarded as waste by the consumer or bulk consumer as well as rejects from manufacturing, refurbishment and repair processes. These Rules apply to every Manufacturer, Producer, Consumer, Bulk Consumer, Collection Centres, Dealers, E-Retailer, Refurbisher, Dismantler and Recycler involved in the manufacture, sale, transfer, purchase, collection, storage and processing of e-wastes or electrical and electronic equipment....
As per the Rules, the producer of the electrical and electronic equipment shall be responsible for collection and channelization of e-wastes generated from the ‘end-of-life’ of their products under Extended Producer Responsibility (EPR). CPCB issues EPR authorisation to the Producers for environmentally sound management of e-waste. There are 129 Producers located in the State of Tamil Nadu have obtained EPR Authorisation from Central Pollution Control Board. Tamil Nadu Pollution Control Board is monitoring the compliance of conditions stipulated in the EPR Authorisation issued to the Producers located in the State of Tamil Nadu.
As per the Rules, State Pollution Control Board shall grant authorization to the Dismantlers& Recyclers and Refurbishers of E-Waste. There are 38 E-Waste Dismantlers & 4 E-Waste Recyclers registered with Tamil Nadu Pollution Control Board as of 31/12/2022.

தமிழ்நாட்டில் தீங்கு விளைவிக்கும் கழிவுகளை உற்பத்தி செய்யும் 4199 தொழிற்சாலைகள் கண்டறியப்பட்டு, தமிழ்நாடு மாசு கட்டுப்பாடு வாரியத்தால் அங்கீகாரம் (Authorisation) வழங்கப்பட்டுள்ளது. தமிழ்நாட்டில் இதுவரை 7.9 லட்சம் டன் தீங்கிழைக்கும் கழிவுகள் உற்பத்தி செய்யப்பட்டு இதில் 0.82 லட்சம் டன் நிலம் நிரப்பவும், 1.23 லட்சம் டன் மறுசுழற்சிக்காகவும், 5.75 லட்சம் டன் மறுஉபயோகத்திற்கும் மற்றும் 0.09 லட்சம் டன் புகை இல்லா எரிப்பதற்கும் உட்படுத்தப்பட்டுள்ளது. தீங்கு விளைவிக்கும் கழிவுப் பொருட்களைச் சுற்றுச்சூழலுக்கு எந்தவித பாதிப்புமின்றி விஞ்ஞான முறையில் பாதுகாப்பாக கையாளுவதற்கு தகுந்த மேலாண்மை நடவடிக்கையினை தமிழ்நாடு மாசு கட்டுப்பாடு வாரியம் எடுத்து வருகிறது.
துணி சாயமிடும் தொழிற்சாலைகள் மற்றும் தோல் தொழிற்சாலைகளுக்கான பொது கழிவுநீர் சுத்திகரிப்பு நிலையத்திலிருந்து உருவாகும் தீங்கு விளைவிக்கும் திடக்கழிவினை சிமெண்ட் தொழிற்சாலைகளில் மூலப் பொருளாகவும் மற்றும் எரிபொருளாகவும் பயன்படுத்தப்படுகிறது. இதுவரையில் 1.68 இலட்சம் டன் கழிவுகள் இவ்வழயில் பயன்படுத்தப்படுகிறது. தீங்கு விளைவிக்கும் கழிவுகள் மறு உபயோகத்திற்காக சிமெண்ட் ஆலை எரிபொருளாக தயார்படுத்தும் இரண்டு நிறுவனங்கள் இராணிப்பேட்டை மாவட்டம் மற்றும் விழுப்புரம் மாவட்டங்களில் அமைந்துள்ளது. தமிழ்நாட்டில் தீங்கு விளைவிக்கும் கழிவுப் பொருட்களை சுத்திகரிப்பு செய்து பாதுகாப்பாக நிலத்தில் சேகரித்து வைக்கும்படியான பொது வசதிகள் (Treatment, Storage and Disposal Facilities). கும்மிடிபூண்டி மற்றும் விருதுநகர் ஆகிய இரண்டு இடங்களில் இயக்கத்தில் உள்ளன.read more

The Ministry of Environment, Forest and Climate Change, Government of India has notified the Solid Waste Management Rules, 2016. As per the rules, solid waste means solid or semi solid domestic waste, sanitary waste, commercial waste, institutional waste, catering and market waste and other non-residential wastes, street sweepings, silt removed or collected from surface drains, horticulture waste, agriculture and dairy waste, treated bio-medical waste excluding industrial waste, bio-medical waste and e-waste, battery waste, radio-active waste generated in the area under the local authorities. As per the rules, the local bodies are responsible for the collection, treatment and disposal of solid wastes. The Board is the monitoring authority under the said rules and is responsible for granting authorization to local bodies for processing and disposal of solid waste.
In Tamil Nadu there are 12 Corporations, 124 Municipalities and 528 Town Panchayats. In total the solid waste generation is 14,600 Tonnes per day. The Greater Chennai Corporation generates 5000 TPD, 11 Corporation and all Municipalities generates about 7600 TPD and all the town panchayat generates 2000 TPD. The Board is advocating the concept of waste segregation at source, waste reduction, recycle and reuse to avoid any environmental issues during handling.
மத்திய அரசின் சுற்றுச்சூழல், வனம் மற்றும் சூழல் மாறுபாடு அமைச்சகம், பிளாஸ்டிக் கழிவு மேலாண்மை விதிகள், 2016-யை அறிவிக்கை செய்துள்ளது. சமீபத்திய ஆண்டு அறிக்கையின் படி, தமிழ்நாட்டில் உள்ள 15 மாநகராட்சி, 121 நகராட்சி மற்றும் 528 பேரூராட்சிகளிலிருந்து நாளொன்றுக்கு உருவான பிளாஸ்டிக் கழிவுகள் சுமார் 1178 டன்கள் ஆகும். இதில் 96 சதவீத கழிவுகள் சேகரிக்கப்பட்டு, மறுசுழற்சி செய்யக்கூடிய கழிவுகள் மறுசுழற்சி செய்யும் தொழிற்சாலைகளுக்கும், மேலும் மறுசுழற்சி செய்ய இயலாத கழிவுகள் சிமெண்ட் தொழிற்சாலைகளில் எரிப்பதற்கும் அனுப்பப்பட்டுள்ளன.
பிளாஸ்டிக் கழிவு மேலாண்மை விதிகள் 13 - ன் படி, பிளாஸ்டிக் பொருட்கள் உற்பத்தி செய்யும் தொழிற்சாலைகள் வாரியத்திட்ம் அங்கீகாரம் பெற்று இயங்க வேண்டும். இதன்படி, வாரியம், 230 பிளாஸ்டிக் கழிவு மறுசுழற்சி செய்யும் தொழிற்சாலைகளுக்கும், 27 மக்கும் தன்மையுடைய பிளாஸ்டிக் பொருட்கள் உற்பத்தி செய்யும் தொழிற்சாலைகளுக்கும், அங்கீகாரம் வழங்கியுள்ளது. வாரியம் படிவம் 6-ல் வருடாந்திர அறிக்கையை மத்திய மாசு கட்டுப்பாடு வாரியத்திற்கு சமர்ப்பித்து வருகின்றது.
தூக்கி எறியும் பிளாஸ்டிக் பொருட்கள் மீதான தடை அறிவிப்பு
தமிழகஅரசு, 25.06.2018 நாளிட்ட அரசாணை எண் 84ல், ஒருமுறை பயன்படுத்தி தூக்கி எறியும் 14 வகை பிளாஸ்டிக் பொருட்கள் மீது தடிமன் வரைமுறையின்றி பயன்படுத்த தடை அறிவித்து 01.01.2019 முதல் அமலில் வந்தது. இத்தடை ஆணையை செயல்படுத்த, தமிழ்நாடு மாசு கட்டுப்பாடு வாரியம் மற்ற துறைகளுடன் ஒருங்கிணைந்து, பல்வேறு விழிப்புணர்வு நிகழ்ச்சிகள் மற்றும் நடவடிக்கைகள் எடுத்தது. அந்த நடவடிக்கைகளில், மாவட்ட சுற்றுச்சூழல் குழுக் கூட்டங்கள், மாவட்டந்தோறும் பெருந்திரள் விழிப்புணர்வு பேரணிகள், சமூக ஊடகங்கள் மூலமாக விழிப்புணர்வு, தமிழகத்தில் தேசிய நெடுஞ்சாலைகளில் அறிவிப்பு பதாகைகள் நிறுவுதல் முதலியன உள்ளடங்கியுள்ளது. மேலும் தடை செய்யப்பட்ட பிளாஸ்டிக் பொருட்களுக்கு மாற்று பொருளாக வாழையிலை, பாக்குமர இலை, காகித சுருள், கண்ணாடி/உலோகத்தால் ஆன குவளைகள், அலுமினியத்தாள், தாமரை இலை, மூங்கில்/மரம்/மண்பொருட்கள், காகித உறிஞ்சு குழாய்கள், காகித/துணி கொடிகள், உண்ணக்கூடிய தேக்கரண்டிகள், துணி/காகிதம்/சணல் பைகள், பீங்கான் பாத்திரங்கள், மண் குவளைகள் முதலியவற்றை பயன்படுத்தவும் அது சம்மந்தமான விழிப்புணர்வு நிகழ்ச்சிகள் வாரியத்தால் நடத்தப்பட்டது .
பிளாஸ்டிக் தடையை தீவிரமாக அமல்படுத்தும் பொருட்டும் மற்றும் மாண்புமிகு சென்னை உயர் நீதிமன்ற ஆணையின் படியும், தமிழக அரசு மீண்டும் 05.06.2020 நாளிட்ட அரசாணை எண் 37-ல் ""உற்பத்தி பகுதிகளில் பேக்கிங் செய்ய பயன்படும் பிளாஸ்டிக் பைகள்"" (primary packaging) மீதும் தடை விதித்தது. இத்தடை ஆணையை மீறும் தொழிற்சாலைகள் மீது வாரியம் நடவடிக்கை எடுத்து வருகின்றது. அதன்படி தடை செய்யப்பட்ட பிளாஸ்டிக் பொருட்களை உற்பத்தி செய்த 115 தொழிற்சாலைகளை மூடுவதற்கு வாரியம் உத்தரவிட்டுள்ளது

ஒன்றிய அரசின் சுற்றுச்சூழல், வனம் மற்றும் காலநிலை மாற்றம் அமைச்சகம், 12,08,2021 அன்று திருத்தியமைக்கப்பட்ட பிளாஸ்டிக் கழிவுகள் மேலாண்மை விதிகள், 2021யை அறிவிக்கை செய்தது. இதன்படி, ஒருமுறை பயன்படுத்தி தூக்கி எறியும் பிளாஸ்டிக் பொருட்கள் பொருட்களான 100 மைக்ரான்கனுக்கு குறைவான பிளாஸ்டிக்/பிவிசி பேனர்கள், தட்டுகள், கோப்பைகள், உணவு உண்ண அல்லது பரிமாற பயன்படும் பொருட்கள், பிளாஸ்டிக் குச்சிகள் கொண்ட காது மொட்டுகள் (ear buds with plastic sticks), அலங்காரத்திற்கான தெர்மோகோல் பொருட்கள், பிளாஸ்டிக் கொடிகள், மிட்டாய் குச்சிகள் (candy sticks), ஜஸ்கிரீம் குச்சிகள் (ice-cream sticks), பலுான்களுக்கான பிளாஸ்டிக் குச்சிகள் (plastic sticks for balloons) முதலியவை 01.07.2022 முதல் பயன்படுத்த தடை விதிக்கப்பட்டுள்ளது. மேலும், 75 மைக்ரான் தடிமனுக்கு கீழ் உள்ள பிளாஸ்டிக் கைப்பைகள் மற்றும் 60 கிராம்/சதுர மீட்டர் (gsm) அளவிற்கு கீழ் உள்ள நெய்யப்படாத பிளாஸ்டிக் கைப்பைகள் (non-woven plastic carry bags) 30/09/2021 முதலும் 120 மைக்ரான் தடிமனுக்கு கீழ் உள்ள பிளாஸ்டிக் கைப்பைகள் 31/12/2022 முதலும் பயன்படுத்த தடை விதிக்கப்பட்டுள்ளது.
